행정안전부 국가기록원 문화 영화 시대를 비추다

(00:01)Two years ago Mr. William E. Wearne came to Korea to play a critical role in the economic rehabilitation of this war-devastated country as the economic coordinator of the United Nations Command.
유엔군사령부의 경제조정관인 윌리엄 E. 웨런은 전쟁으로 황폐화된 한국의 경제 재건을 강력히 지원하고자 2년 전 한국을 방문했다. 

Since then, to rehabilitate and develop this country from the debris of war-destruction, he has added fruitful and outstanding achievements to every phase of economic life in Korea, with his courageous and strenuous efforts.
그 때부터 전쟁의 상흔이 가득한 이 국가를 회복시키고 발전시키고자 그는 용기를 가지고 갖은 노력을 다했고 여러 경제 부문에서 수많은 눈부신 성과를 이룩했다.

(00:43)Here, Americans and Koreans confer about the overall rehabilitation policies.
이곳에서는 미국인과 한국인들이 전반적인 재활 정책을 협의하고 있다.

The project will receive the ICA fund, and its cost will be decided at this meeting.
이 사업은 ICA가 후원할 것이고 그 비용이 이 회의에서 결정될 것이다.

To introduce the concerning officials and report its achievement, Mr. Wearne pays a courtesy call on President Syngman Rhee at Kyung Mu Dai. 
관계자를 소개하고 성과를 보고하기 위해 웨런 경제조정관이 경무대에서 이승만 대통령을 예방 중이다. 

And the President praises Mr. Wearne for his accomplishments.
대통령은 웨런의 성과를 치하했다.

(01:20)President and Mrs. Syngman Rhee accompanied by American Ambassador and Mrs. Dowling, UNC Commander and Mrs. George H. Decker, UNKRA Agent-General John B Coulter, UNC Economic Coordinator and Mrs. William E. Wearne, and their daughter, visited the historical and scenic sites in Chungchong Namdo Province on October 12, 1957. 
대통령과 영부인과 함께 미국 대사, 다울링 부인, 유엔군총사령부 사령관, 조지 H. 데커 부인, 유엔한국재건단장인 존 B 콜터 장군, 유엔군총사령부 경제 조정관, 그리고 그 부인과 딸이 1957년 10월 12일 충청남도의 역사적 명승지를 방문했다.

The Presidential couple went to Keryong Capsa Temple in Kongju to see the colossal statue of Buddha.
대통령 부부는 대불상을 보기 위해 공주에 있는 계룡 갑사를 방문했다.

(01:53)At another meeting of the Government agencies, another important policy is decided.
다른 정부 기관 회담에서 또 다른 중요한 정책이 결정되었다.

It’s a happy day for all Seoulites. 
모든 서울 시민들이 행복한 날이다.

The gate of Seoul, the Han River Highway Bridge was reconstructed after eight years. 
서울의 관문인 한강대교가 8년 만에 재건설되었다.

The President and Mr. Wearne cut the tape to open the highway bridge after colorful ceremonies marking completion of the repair project. 
한강대교 개막식에서 사업 완수를 기념하는 여러 식을 마치고 대통령과 웨런 경제조정관이 테이프를 끊었다.

The project cost more than 800 thousand dollars for U.S. Aid materials and 800 million hwan.
이 사업에는 미국 원조 자재가 80만 달러 이상, 8억 환 이상 사용되었다.

(02:34)through coordinated effort, the war-destroyed rail road transportation facilities have been rebuilt and improved in modern style in many ways. 
이 협력을 통해 전쟁으로 파손된 철도 교통 시설이 재건되고 현대식으로 다양하게 개선되었다.

According to the OEC fund and importation report, many up-to-date cars have been imported. 
OEC 기금과 수입 신고에 따르면 최신식 자동차가 다량 수입되었다.

Conversion from coal burning to oil-fired locomotives was also transportation history of this country.
석탄이 아니라 기름을 연료로 하는 기관차의 등장 또한 이 나라 교통 역사의 획을 그었다.

A colorful ceremony was held to receive those OEC-fund purchased diesel locomotives. 
OEC 기금이 구매한 디젤 기관차의 수령 기념식이 다채롭게 열렸다.

An impressive ceremony, attended by many Korean and foreign dignitaries, formally opened a new, double track railway bridge across the Han River on July 1957. 
많은 한국인과 외국인 고위 인사가 참석한 1957년 7월의 인상적인 기념식에서는 한강을 가로지르는 복선철도교가 공식적으로 개통되었다.

To finish this four year task of reconstruction, a total of $658,000 of ICA funds and 823 million hwan in local currency was spent.
이 4년간의 재건설 과제를 완수하기 위해 총 65만 8천 달러의 ICA 기금과 8억 2300만 환이 사용되었다.

(03:37)The most important source of industrial activity, power, was badly damaged by the war. 
산업 활동의 가장 중요한 원천인 동력이 전쟁으로 많이 손상되었다.

To provide new power for industry and homes, the OEC constructed three plants at a total cost of 29 million dollars. 
기업과 가정에 새로운 동력을 제공하기 위해 OEC는 총 2900만 달러를 들여 세 개의 발전소를 세웠다.

Of them, the Whachon dam is the largest hydro-electric project in Korea.
그 중 화천댐은 한국에서 가장 큰 수력 발전 사업이었다 .

The 81,000 kilowatt plant was dedicated in a ceremony on November 25, 1957.
이 81,000KW 규모의 발전소는 1957년 11월 25일에 가동식을 개최했다.

(04:07)To restore and develop the communication system, the Office provided necessary facilities and technical assistance. 
통신 체계의 복구와 발전을 위해 OEC는 필요 설비와 기술 원조를 제공했다.

An important segment of domestic telephone and telegraph system, the seoul Central Telephone Exchange was completed in July 1957. 
국내 전화와 전신 체계의 중요한 시설인 서울 중앙 전화국은 1957년 7월에 완공되었다.

The exchange provided 8,500 new telephone subscribers, doubling its previous services and it has a modern long-distance switchboard for toll service.
이 전화국의 신규 전화 가입자는 8500명이었고 이전 서비스가 두 배로 늘어났으며 유료 서비스를 위한 현대적인 장거리 교환대가 설치되었다. 

(04:36)For the sufficient production of textile, the Office has provided machinery and equipment to restore and develop major textile plants.
직물의 충분한 생산을 위해 OEC는 주요 직물 공장을 복원하고 개발할 기계와 장비를 제공했다.

Irrigation activity is an essential part in Korean agriculture. 
관개 활동은 한국 농업에서 필수적인 부분이다.

To restore and increase its capacity from the war-devastated situation, 
전쟁으로 인해 황폐화된 상황을 복구하고 관개 용량을 늘리기 위해 

many irrigation projects have been carried out by the Office according to a well-planned program.
OEC는 잘 설계된 프로그램에 따라 많은 관개 사업을 수행했다.

A large water reservoir was accomplished at Kangnaroo near the city of Seoul to meet ever-growing need of water by citizens and farmers. 
그 예로 서울시 근처 강나루에 대규모 저수지를 설치하여 시민과 농민의 증가하는 물 수요를 충족시켰다.

Accompanying Ministers and the Mayor of Seoul City, Mr. Wearne surveyed the reservoir on July 2.
7월 2일, 장관들과 서울 시장과 함께 웨런 경제조정관은 이 저수지를 둘러보았다.

The agriculture officials from several ICA-sponsored countries in the orient held conferences on the allocation of funds and development of the Central Agricultural Experiment Station in Suwon.
ICA가 후원하는 몇몇 국가의 농업 관계자들은 수원에서 중앙 농업시험장 개발 및 자금 배분에 관한 회의를 개최했다.

They inspected the station, where many kinds of improved agricultural methods and technique are examined.
그들은 여러 향상된 농업 방법과 기술을 연구하는 이 시험장을 기획했다.

(06:06)To inspect the industrial achievement and activities on the East Coast of Korea, Mr. Wearne and his officials, along with three members of National Assembly, made a tour to those areas on July 10. 
또한 한국 동해안의 산업 발전도 및 활동을 조사하기 위해 7월 10일에 웨런과 산하 직원들은 국회의원 3명과 함께 동해안 지역을 둘러보았다.

After they saw the industrial activities at Cholam and Changsung, they arrived at Samchok, where they saw the Tongyang Cement Plant, the largest one in Korea.
철암과 장성의 산업 활동을 관찰한 뒤 그들은 삼척에 도착했고 삼척에서 한국에서 가장 큰 동양 시멘트 공장을 시찰했다.

Also a power plant, the Samwha Steel plant, the Booksam Chemical Industry and many other large scale industrial manufacturing plants.
또한 삼화 제철소와 북삼 화학 공장과 기타 대규모 산업 제조 공장을 둘러보았다.

(07:03)On the third day of the tour, they surveyed marine and harbor activities at Mook Ho Harbor inspecting the vast development of this project.
3일차에는 묵호항의 해양 및 항구 활동을 조사하며 사업의 큰 성과를 확인했다.

At their returning they unanimously expressed the great achievements of these areas and stressed the further development of Korean industry.
돌아오는 길에는 모두 시찰한 지역이 크게 발전했음에 동의했다. 또한 한국 산업의 향후 발전을 강조했다.

(07:48)An ex-pressman, Mr. Wearne served as the representative of FOA and ICA in Iran, Brazil and other countries before coming to Korea. 
전직 기자인 웨런은 한국에 오기 전에 이란, 브라질 및 기타 국가에서 FOA 및 ICA 대표를 역임했다.

And since his arrival here, all of the Korean people and foreigners who are stationed in this country have seen that he has carried out his job with excellent effect and promise to Korean people.
그가 도착한 이래로 이 나라에 거주하는 모든 한국인과 외국인들은 그가 우수한 업적을 쌓으며 한국인들에게 한 약속을 지키는 것을 지켜보았다.

To conglaturate his great achievement and hail his remaining tasks as well as to celebrate his first anniversary in Korea, Korean Ministers and high ranking officials honored him at a cocktail party at the Bando Hotel.
그의 위대한 업적을 칭찬하고 남은 임무를 응원하며 한국에서의 첫 번째 기념일을 축하하기 위해 반도 호텔 칵테일 파티에 한국 장관들과 고위 관료가 모였다.

(08:32)Meanwhile, Mr. Wearne and OEC officials enjoy the famous and beautiful scenery and historical remains of Korea in their busy and meaningful task for the rehabilitation of this war-devastated country. 
전쟁으로 황폐화된 국가의 복구를 위해 분주하고 의미 있는 임무를 감당하고 있는 웨런과 OEC 관계자가 한국의 유명하고 아름다운 경관과 역사 유적을 감상하고 있다.

They enjoyed a full day of games and dancing exhibitions.
그들은 하루 종일 게임을 즐기고 무용전을 관람했다.

And the Korean people wish to once again express their deep appreciation for Economic Coordinator Mr. William E. Wearne and his staff.
한국인들은 윌리엄 E. 웨런 경제 조정관과 그의 직원들에게 다시 한 번 깊은 감사를 표하고자 한다.
